Challenges and Opportunities for Developing a Human Rights City
in the Context of Unrest in Thailand’s Southern Border Provinces

Abstract
This article examines whether a human rights city approach can be developed in Thailand’s southern border provinces, especially Pattani, Yala, and Narathiwat provinces, under conditions of protracted conflict and exceptional security rule. It argues that a human rights city is possible in the Deep South, but only under specific legal and political conditions. Rather than treating the concept as a symbolic municipal label, the article approaches it as a project of localizing rights through governance, participation, accountability, and inclusive public space. Drawing on the human rights city framework, debates on the right to the city, and scholarship on public space and peacebuilding, the article combines document analysis with qualitative field-based material, including interviews, focus groups, public consultations, and prior research on public memory and peace museums. The findings show that special security laws have normalized a mode of governance in which security often overrides participation, civil liberties, and equal citizenship. At the same time, residents, academics, and civil society actors continue to demand safer participation, recognition, memorialization, and more responsive local institutions. The article concludes that the development of a human rights city in the Deep South requires narrowing exceptional security powers, strengthening accountability, expanding participatory governance, and investing in inclusive public and learning spaces.
