Cities as Decentralized Human Rights Actors: Urban Solidarity and Democratic Resilience in Response to Russia’s Invasion of Ukraine

Russia’s full-scale invasion of Ukraine in February 2022 has profoundly reshaped the European security landscape, while simultaneously constituting a large-scale violation of fundamental human rights. The war has been fought not only along military frontlines, but within cities, where civilian populations, critical infrastructure, and local governance systems have been directly targeted. Urban areas such as Kyiv or Lviv became sites of systematic attacks affecting the rights to life, shelter, health, and security. In this context, the protection of human rights has taken on a distinctly territorial and local dimension, unfolding within and through cities.

Taken together, these dynamics indicate that urban solidarity operates as a pillar of democratic resilience in times of crisis. By supporting the functioning of local institutions, reinforcing political legitimacy, and promoting transnational norms, cities contribute to sustaining democratic systems under conditions of wartime. Recognizing cities as decentralized human rights actors is therefore not only analytically necessary, but also essential for understanding the evolving architecture of international relations in the twenty-first century.
