Well-Aging, Human Rights, and Digital Inclusion in the Age of AI

Background

With the rapid expansion of artificial intelligence (AI) technologies, digital transformation—encompassing kiosks, care robots, and AI-based healthcare—is accelerating across society. However, this process has led to growing concerns over disparities in access to information among older adults and potential infringements on their fundamental rights. In particular, algorithm-driven age discrimination (digital ageism) has emerged as a new human rights issue, highlighting the urgent need to establish academic and administrative foundations for integrating international norms on the rights of older persons, discussed by organizations such as the United Nations (UN) and the World Health Organization (WHO), into regional policy frameworks.

In response, Chosun University seeks to integrate its specialized research brand, “well-aging,” with the universal value of human rights to foster a “human-centered AI” discourse that prioritizes human dignity beyond technological efficiency. This initiative aims to present a glocal (global+local) innovation model that contributes to the local community by aligning Gwangju Metropolitan City’s vision as an “AI-Centered City” with the university’s humanities- and social-based capacities.

Objectives

1. To establish the “Gwangju Well-Aging Human Rights City” model as a globally recognized brand while strengthening Chosun University’s academic standing and global networks.

2. To enhance the visibility of the session’s outcomes though the adoption of the “Global AI–Well-Aging Human Rights Gwangju Declaration,” articulating the principles of intergenerational integration and human rights protection in the age of AI.

3. To develop a practical global human rights governance framework through collaboration among regional universities, local governments, civil society, and international organizations, thereby laying the foundation for Chosun University to emerge as a global knowledge hub.

4. To build a track record of university-led international forums, contributing to key performance indicators under the Glocal University 30 Project and promoting locally grounded innovation models both domestically and internationally.

Main Agenda

1. Human Rights–Based Assessment of AI Technologies

2. Localization of Global Human Rights Norms

3. Development of Practice-Oriented Policy Alternatives

4.  Development of Practice-Oriented Policy Alternatives
