Ⅰ. The present status of civic education
Korean education has a dual structure. It is an education that is subordinated to power, desire to control, subjects, the ladder of hierarchy, and entrance exams. It seems to be the same as the mainstream, but there is also a current of practice to overcome it. Such as the power to resist and confront, hope, citizenship, education that cultivates life, and education that is not confined to entrance exams.

Finally, we need to ensure students' right to participate in policy. We need to build a network of student councils and create channels for students to propose policies on local and education-related issues. We need to ensure that there is a structure to support students to present their proposals to the superintendent, municipal governors, and superintendents through a process of representation and deliberation, and that professionals can then turn them into policy. Students' sense of efficacy can be enhanced when they are involved in policy governance and have some of their views reflected.
