Background
The cities are currently starting to recover gradually with the implementation of vaccines globally. Nevertheless, based on information from WHO stated that the Covid-19 pandemic can not disappear in a short time. This is a challenge that local governments must face to protect their community from the pandemic effects, particularly in terms of public health, social safety net, and laid off, through policies and impactful actions. However, the Indonesian government cannot stand alone to combat the pandemic. The New Normal policy during the Covid-19 pandemic requires public participation in order to decrease contagiousness in the community. The efforts to suppress the number of cases require knowledge, attitudes, and behavior towards health protocols to overcome challenges to fulfill human rights during New Normal.

On the other hand, the Indonesian Government has a superior program that has been integrated with SDGs, namely Kabupaten/Kota Peduli HAM (Human Rights District/City) which has been stipulated in the regulation of the Minister of Law and Human Rights No. 22 of 2021. The purpose of this regulation is to motivate local governments in fulfilling human rights, develop synergy between the central government and local governments, and provide an assessment of the performance achievements of local governments in fulfilling human rights. This program has been prepared by involving civil society, and in its implementation, civil society involvement and public participation are very strong.
