The importance of the National Action Plan for the Promotion and Protection of Human Rights (NAP) is growing, but it has been developed and implemented based on the Rules on the National Council on Human Rights Policy, a presidential directive that falls into the category of administrative rules.

Chapter 5 describes the roles that the central and local governments and businesses should play in order to respect human rights, while Chapter 6 stipulates educational matters designed to raise the awareness about human rights.
