Current Challenges of Civic Space in Europe and
Measures that can be taken at the Local Level

Morten Kjaerum [Affiliate Professor, Raoul Wallenberg Institute]

Civic space in Europe is facing several significant challenges that impact the ability of civil society, activists, and the public to freely engage in advocacy and public participation. Press freedom is under threat, with journalists facing harassment and violence, particularly those exposing corruption or human rights abuses. Concentrated media ownership and government control are undermining independent journalism, further narrowing the space for free expression.

In sum, local authorities have a critical role to play in protecting and expanding civic space. Through inclusive governance, safeguarding the right to protest, fostering partnerships with civil society, and promoting transparency and human rights education, local governments can act as powerful defenders of human rights. By doing so, they not only enhance the democratic fabric of their communities but also contribute to a broader culture of human rights and civic engagement that strengthens society as a whole. Creating a resilient community.
