Amid rapid digital transformation, growing disparities in access to information and services risk deepening inequalities, particularly for older populations. In response, this session integrates the concept of “well-aging” with human rights to promote inclusive and people-centered digital societies. It aims to position the “Gwangju Well-Aging Human Rights City” model as a globally recognized framework and advance the adoption of the “Global AI–Well-Aging Human Rights Gwangju Declaration.” Through partnerships among universities, local governments, civil society, and international organizations, the session seeks to strengthen academic leadership and support locally grounded innovation.

AI is rapidly transforming urban governance, raising concerns about transparency, participation, privacy, and equity. As cities adopt autonomous, AI-driven systems, risks to democratic institutions increase. The focus of the session is on examining these risks and strengthening human rights–based AI governance through regulatory frameworks, civic oversight, and city-led strategies, while emphasizing the role of cities and communities in ensuring inclusive, accountable, rights-centered systems.
