AI, Authoritarianism, and Democratic Resilience in Cities

AI is rapidly transforming urban governance, raising concerns about transparency, participation, privacy, and equity. As cities adopt autonomous, AI-driven systems, risks to democratic institutions increase. The focus of the session is on examining these risks and strengthening human rights–based AI governance through regulatory frameworks, civic oversight, and city-led strategies, while emphasizing the role of cities and communities in ensuring inclusive, accountable, rights-centered systems.
